The Chiefs acknowledged that the potential risks and impacts to First Nations from a pandemic influenza are considered high because of health status, chronic health conditions, community preparedness, and limited resources and capacity to respond to an epidemic. This concern led to a partnership involving the province, federal government and the HCU. A First Nations ANNEX, referred to as chapter 20 of the Ontario Pandemic Plan, was jointly drafted by the parties. This was supported by Resolution 06/09.

Although the H1N1 pandemic has now subsided, emphasis remains on flu vaccination and emergency care provisions. Communications from First Nations, federal and provincial governments continues to be a priority as part of our trialateral relationship model. For example, there was regular information sharing over the past years with regard to H1N1 and Ontario's response to H1N1.
